  • GENERAL INTRODUCTION:The Department of Rural Development and Panchayati Raj is functioning as a nodal agency to ensure proper implementation of Rural Development Programmes through DRDAs/Panchayati Raj Institutions with a view to accelerate the pace of development in rural areas. The centrally sponsored schemes for poverty alleviation and employment generation programmes are implemented by the District Rural Development Agencies/ PRis under the supervision and administrative control of the Rural Development Department. At the State Level, Secretariat Monitoring Cell is functioning for monitoring and evaluation of Centrally Sponsored Schemes/ Programmes.ADMINISTRATIVE SET UP:The administrative set up of the Department of Rural Development is as under:

    SECRETARIAT: RURAL DEVELOPMENT DEPARTMENT

    The Secretariat Development Department (Monitoring Cell) was established in the year, 1981. The Department co-ordinates and monitors the implementation of programmes under Central Sponsored Schemes as well as other State Plan Programmes that the State Government assigns to this Department from time to time.

    The Rural Development Department (Monitoring Cell) is headed by the Secretary (RD & PR) and he is assisted by the Joint Secretary/Deputy Secretary (RD & PR) as the Head of Office and the Assistant Engineers, Training Coordinators, Project Officers etc. The category-wise sanctioned posts are enumerated below:

The Directorate of Rural Development & Panchayati Raj has been functioning as a nodal agency for proper functioning and implementation of schemes of Panchayati Raj Institutions and Block Development Offices. The Directorate of Rural Development and Panchayati Raj has been endeavouring to make the Rural Local Bodies as vibrant institutions and to accelerate the pace of development in rural areas involving people’s participation. H.Block Development Offices:
At present, 41 Block Development Offices (9-C.D. Blocks in the valley and 32-T.D. Blocks in the hill) are spread out in the entire State under this Directorate for implementation of various development programmes. Further,29 (twenty-nine) new Block Development Offices (9-C.D. Blocks in the valley and 20-T.D. Blocks in the hill) have been created recently by bifurcation/trifurcation of the already existing valley and hill Blocks and will start functioning shortly. The names of the already existing Blocks are given against their Districts under (a) and the names of the newly created Blocks are given under (b). After opening of these new Blocks, we shall be having, altogether 70 (seventy) Block Development Offices spread out in the entire State under this Directorate.
